Sen. Maria Cantwell (D-Wash.) outlined a policy framework for legislation regulating artificial intelligence (AI) on Wednesday morning, emphasizing the need for “constant oversight and vigilance” of the evolving technology amid widespread public outcry over the safety concerns it poses.

Cantwell, the top Democrat on the Committee on Commerce, Science, and Transportation, would play a critical role in spearheading federal AI regulation if Democrats retake the Senate — a prospect looking increasingly likely as the midterm election approaches.

Her framework emphasized six principles that she believes “must drive the legislative and executive actions needed to address catastrophic risks and other AI harms,” ranging from establishing enforceable standards for AI development and deployment to instituting support and protections for children and workers from the technology.

“To manage risks from advanced AI systems we need clear safety standards, continuous testing, and reporting of serious failures,” Cantwell said in a press release announcing her proposed framework. “America can lead the world in AI by building systems that are not only more capable, but safer and more secure.”

Cantwell’s announcement follows a spike in concern over the technology spurred by last month’s revelations that AI systems had hacked or meddled with government websites in the United States and a government network in Australia.

This led to a surge in legislation aiming to regulate AI in both chambers of Congress, a charge that has been led by Democrats, including Sen. Bernie Sanders (I-Vt.) and Rep. Ro Khanna (CA-17). Though Republicans have also expressed concern over AI’s capabilities, GOP members of Congress have largely supported President Trump’s hands-off approach to AI regulation.

As both Republicans and Democrats grow uneasy with current federal AI policy, advocacy organizations have renewed calls for Congress to institute controls on AI companies. A coalition of around 40 organizations, led by nonprofit Guardrails Action, sent a letter to lawmakers on Wednesday laying out demands for AI regulations.

“We want members of Congress and 2028 candidates to know that it’s not enough to come to the table with half measures, and they need to be ambitious,” Maya Handa, a senior adviser at Guardrails, told Semafor.
